Despite the Russian aggression that has been ongoing since 2014 and escalated into a full-scale invasion in 2022, Ukraine has continued to prioritise its democratic development and was able to advance reforms in key areas such as rule of law and decentralisation. Ukraine's application for EU membership and the granting of candidate status in June 2022 confirm its strategic orientation towards closer integration with the European Union. Given that the war might last and martial law could remain in force for a while, questions arise as to what consequences it will have for the resilience of Ukrainian democracy.
What are the main achievements of Ukraine's reforms, especially regarding rule of law that enabled a democratic development of Ukraine and how can these be secured? How can a smooth transition from the conditions of martial law back to civilian rule be ensured? To what extent can decentralisation contribute to the resilience of Ukrainian democracy?
We will discuss these and other questions at our Ukraine Breakfast Debate and look forward to your participation.
