Ukraine Perspectives: Strategies for Reconstruction and EU Integration

The Ukraine Perspectives project is generating new insights into the reconstruction process and the potential of Ukraine's accession to the EU through policy-relevant analyses. Moreover, it strengthens Ukrainian voices and regional expertise in the German political debate.

The granting of EU candidate status to Ukraine and the enlargement report published on 8 November 2023, in which the EU Commission recommends the opening of accession negotiations with Ukraine, illustrate the strategic priority that the stabilisation and democratic development of the region has for the EU. Bilateral relations between Germany and Ukraine have also steadily intensified since 2014 and the German government is supporting the reconstruction of Ukraine with the aim of bringing it closer to the EU. If Ukraine were to join, both Germany and the European Union could gain a geostrategic security, agricultural and export player and emerge stronger from enlargement.

At the same time, there is still a lack of detailed analyses in Germany in the areas of the economy and reconstruction, as well as reforms in Ukraine. The research within the scope of Ukraine Perspectives therefore aims to contribute to the elaboration of more effective and sustainable German strategies. To this end, the reconstruction and regional development efforts by the different actors involved as well as the integration potential in various sectors will be analysed and practical recommendations for German and European policymakers will be developed.

At the same time, professional exchange is promoted through an expert roundtable and the dialogue format "Ukraine Perspectives Talk". The research results are communicated through regularly published factsheets. The project thus contributes to the strengthening of Ukrainian regional expertise in Germany and the development of new partnerships between German and Ukrainian think tanks.

Ukraine Perspectives is implemented together with the Ukrainian partner organisation Institute for Economic Research and Policy Consulting (IER, Kyiv) and is funded by the Policy Planning Staff of the German Federal Foreign Office.
