German European Policy – Publication of the third edition of the Handbuch

The 3rd, revised and updated edition of the Handbuch on German European policy was published in September 2024 under a new name. The new edition focuses on the coalition with the traffic light system and the effects of the ‘turning point’ caused by the war in Ukraine.

For the first time, a so-called traffic light coalition of Social Democrats, Greens and Liberals is governing at federal level in Germany. What characterises their European policy compared to previous governments? The coalition certainly didn't have a grace period: Russia attacked Ukraine just a short time after taking office – a turning point for the security order and the German economic model with implications for European policy and far beyond. These developments are highlighted and analysed in the fundamental work "Deutsche Europapolitik. Handbuch für Wissenschaft und Praxis", which was published by Nomos Verlag in September 2024.

The reference work appears under a new name and in a new guise as the 3rd, revised and updated edition of the ‘Handbuch zur deutschen Europapolitik’. It covers more than 65 years of German European policy in key policy areas of the European Union and the influence that Germany has on European integration and decision-making processes. For the first time, it includes a chapter on the concept of feminist foreign policy and climate adaptation policy. New is also the addition of the energy policy to the environmental chapter.

The new edition of the Handbuch includes:

  • a foreword by Dr Anna Lührmann, Member of Bundestag and Minister of State for Europe and Climate,
  • an introduction by the editors on the basic lines of German European policy before and after the ‘Zeitenwende’,
  • fundamentals and concepts of German European policy with for the first time a contribution on the concept of feminist foreign policy,
  • domestic determinants and actors of German European policy,
  • Germany's role in internal EU policy areas such as budget and finance, redistributive policies, economic and monetary union, migration and asylum, climate adaptation policy, energy and environmental policy as well as social policy,
  • Germany's role in external EU policies such as trade relations, foreign, security and defence policy with regard to ‘Zeitenwende’, EU-Russia relations, EU enlargement and the European Neighbourhood Policy,
  • German European policy: perspectives in selected partner states,
  • theoretical approaches to German European policy,
  • a comprehensive chronicle of German European policy from 1946 to the present day.
