Germany and the latest EU reform proposals

In this edition of the Berlin Perspectives, the authors call on the German government to intensify its efforts of strengthening European democracy through reforms at the very beginning of the new European legislative period.

The authors Dr Linn Selle and Fabian Häring examine Germany's stance on EU reform proposals in particular in the aftermath of the Russian invasion of Ukraine. They discuss the necessity of EU enlargement and internal reforms to maintain stability and security in Europe: The German government should advocate granting the European Parliament the right of legislative initiative, implementing more qualified majority voting, increasing transparency, and standardizing a European electoral law. The initiation of a European Convention would provide the framework to ensure this step forward towards improving democratic participation and ensuring the EU’s functionality.

The policy brief series "Berlin Perspectives" offers concise analyses of German European policy and provides policy recommendations on this basis. It is supported by the Federal Foreign Office and the European Commission.
