The effects of the Corona pandemic have underlined the relevance of a future-oriented policy orientation, the crisis-related adaptability of political solution approaches and the agile action of political actors.
For this reason, the IEP has set up the "Berlin Futures" strategy group. In the light of possible lines of development of global governance and the changing role of the EU in the changing global governance system, this group is developing scenarios for German European policy of the future. The aim is to create a basis for a strategic and forward-looking German European policy that redefines Germany's desired role and key objectives.
The starting point for the joint deliberations are future scenarios for global governance and the role of the EU until 2050, which were developed by the Fraunhofer Institute for Systems and Innovation Research (ISI) as part of the Horizon 2020 project "TRIGGER-Trends in Global Governance and Europe's Role". Based on this, representatives from politics, science, media and civil society will develop scenarios for Germany in three workshops with the help of innovative and interactive methods of foresighted policy planning ('Foresight Studies'). In a second step, the 'backcasting' method will be used to work through how the respective scenarios can be achieved.
The strategy group is chaired by Ambassador Andreas Peschke, Head of the European Department at the German Foreign Office, and Prof. Dr. Gaby Umbach, European University Institute Florence and IEP Board Member.
The results of the strategy process were summarised in a policy brief, which was finalised in December 2021 and published in early 2022 as part of the Berlin Perspectives publication series.
