Digital transformation is considered a key driver of Ukraine’s economic and political rapprochement with the European Union. Since 2018, the country has pursued the goal of gradually integrating into the EU Digital Single Market and aligning with European standards in areas such as data protection, cybersecurity, and electronic communications.
In her paper Joining the EU Digital Single Market – New Challenges for Ukraine, Lilia Oleksiuk analyses regulatory progress as well as remaining gaps in Ukraine’s legal framework. The focus lies not only on the technical aspects of legal approximation but also on the political, administrative, and economic conditions that are crucial for the success of reforms.
The paper presents strategic recommendations on how Ukraine can deepen its digital ties with the EU, improve market access for Ukrainian providers, and ultimately achieve full digital integration into the European Single Market.
