In June 2024, the EU officially began accession talks with Ukraine. The negotiations will first and foremost deal with chapters 23 and 24, focusing on important reforms in the judicial system and measures to combat corruption. As Germany is one of the founding members of the EU and a strong advocate of the rule of law, the exchange of experience is of crucial importance.
The kick-off conference Pathways to Progress: Germany-Ukraine Dialogues on Rule of Law for EU Accession is the first to bring together key actors and experts in the field of EU integration and rule of law to discuss how Ukraine, with the support of Germany and other EU partners, can advance the relevant reforms and uphold fundamental values amidst martial law. An opening discussion and three thematic panels will focus on the topics of electoral democracy, judicial reform and legal challenges with regards to migration, while also identifying further topics for future debate.
Speakers already confirmed include Oleksandr Korniyenko (Verkhovna Rada), Robin Wagener (MdB), Olga Aivazovska (Opora), Vitalii Plukar (Central Election Commission), Karyna Aslanyan (Agency for Legislative Ideas), Dr Oleksandra Keudel (Kyiv School of Economics), Prof Dr John Morijn (GIZ), Prof Dr Dr hc Angelika Nußberger (Venice Commission), Inna Volosevych (Info Sapiens) and Dr Ralph Genetzke (International Centre for Migration Policy Development).

The conference marks the launch of the project "Pathways to Progress: Germany-Ukraine Dialogues on Rule of Law for EU Accession", a series of high-level political dialogue events over the next year. This initiative aims to foster exchange between Kyiv, Berlin, and Brussels on rule of law issues while strengthening the Ukrainian parliament and involving civil society to ensure progress on Ukraine’s European path.
The project is being implemented in close cooperation with the Civil Network OPORA (Kyiv). It is funded through the project ‘Strengthening Ukraine's EU Alignment in the Rule of Law’ (3*E4U) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Foreign Office.
