What opportunities, challenges, and existential risks shape the future of the Eastern Partnership countries (Georgia, Moldova, Ukraine) and the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia) on their path to the European Union? Our horizon scanning draws on a broad range of foresight studies to identify the most important trends and drivers influencing these developments. The InvigoratEU Horizon Scanning also addresses gaps in the existing literature by covering additional trends.
The open access publication covers trends in the following dimensions: public opinion, governance, economy, demography, social as well as resilience and strategic autonomy. It pays particular attention to divergences between countries. The findings are supplemented with the presentation for robust empirical data. The result is a well-founded, visually engaging basis for strategic decisions in the enlargement process. The InvigoratEU Horizon Scanning serves as an empirical basis for further analysis and will inform the projects visioning and forecasting process.
