The increasing threat from Russia and the uncertainty surrounding the US administration have triggered a reset in European security and defence policy. Germany is claiming a leadership role in rebuilding the European security order. While the German armed forces are being strengthened domestically and international partnerships are being deepened, it remains unclear how Berlin envisages the future institutional and industrial framework for European security. This lack of clarity weakens the government's ambition to drive fundamental changes at European level and leads to predominantly reactive measures.
