After years of stagnation, the enlargement of the EU is back in focus, triggered by the Russian war of aggression against Ukraine. Ukraine, Moldova and Bosnia and Herzegovina were granted candidate status in 2022. Despite the varying status of negotiations, the political momentum for accelerating and concluding the accession negotiations is strong. The debate on strategic decisions regarding the EU's readiness for accession, such as budgetary issues and institutional reforms, is intense.
The European Council meets in Brussels on December 14 and 15, 2023 to decide on accession negotiations with Ukraine and Moldova, among others. The lunchtime discussion at the time of the summit will address these issues and discuss the signals that the summit should send regarding the relationship between reforms and EU enlargement.
