On March 4, 2019, the French president proposed a future conference for Europe during the European election campaign. The President of the European Commission Ursula von der Leyen promised it to the European Parliament before her election. The Parliament, Commission and Council of the EU have been negotiating ever since. Exactly two years to the day after Macron’s speech, an agreement has been achieved.
