Building Resilience: Strategies for Protecting Critical Infrastructure

The InvigoratEU analysis compares risks, policy approaches, and cooperation strategies to safeguard critical infrastructure in the EU and selected accession countries.

Critical infrastructure – whether in energy, communications, or transport – is increasingly at the center of geopolitical tensions. Our InvigoratEU study analyses current threat landscapes in the EU and selected EU candidate countries, with a particular focus on Ukraine and the broader Baltic Sea region. The spotlight is on the growing frequency of hostile activities by authoritarian states, especially Russia, since the start of the full-scale invasion of Ukraine in 2022.

A comprehensive comparison of policy approaches in Montenegro, Georgia, and Ukraine illustrates how vulnerabilities, interdependencies, and state responses can differ – and what common challenges they share. The analysis leads to concrete recommendations, including regular crisis exercises, the involvement of all relevant stakeholders in protecting critical infrastructure, and closer coordination with EU and NATO partners. Only through such measures can resilience be strengthened in an increasingly interconnected yet vulnerable environment.
