Project Brief: This is a joint project of the IEP and the Hessische Stiftung Friedens- und Konfliktforschung (HSFK/Peace Research Institute Frankfurt). It is supported by the German Research Foundation in the framework of its programme “Governance in the European Union”. The project team analyses the development of CFSP from the Maastricht Treaty up to the present and asks whether the European Union is gradually becoming a collective actor that is capable of developing joint preferences, as well as the ability to act in a coherent and consistent way vis-à-vis other actors. It also asks for the alternatives, i.e. whether the CFSP basically remains a distinct diplomatic intergovernmental network with only limited capacities to develop into a collective actor.
