Policy Paper No. 7: “Re-electing a dictator? Electoral logics in Central Asia”

In this IEP Policy Paper on Eastern Europe and Central Asia No. 7 Vanessa Boas provides an analysis of the recent elections in both Uzbek­istan and Kazakhstan, directly addressing the impli­ca­tions of the results for the succession question facing incum­bents in both countries. It reflects on power struggles inside of the countries and contem­plates potential future political scenarios based on current trends. The paper gives a number of recom­men­da­tions for the EU regarding its function in the resolution of possible succession crises, according it a role as a promoter of dialogue in this highly delicate negoti­ation  process.
